We have had a pretty stiff wind the last few days, here in central Ohio.
On the way to work Thursday I saw a buzzard remaining perfectly stationary, by "riding the wave" directly above a clump of pine trees!
I've also noticed that the buzzards use a lot more dihedral in gusty conditions.
Several months ago, on another windy day, we had gusts 20-30 MPH. I saw two crows trying to head up wind. What they would do is climb almost straight up to 20 or 30 feet, and then dive at about 45 degrees until about 4 or 5 feet off the ground. Then repeat. Seems like a lot of work, but they were making headway. This is the same thing I have seen the Goodyear Blimp do on its way back to Akron, except the crows figured it out themselves!
